Punjab Assembly passes Defamation Bill 2024, A serious violation of the fundamental rights

What is the defamation law passed in the Punjab Assembly?


The Provincial Government of Punjab Government of Punjab Province has decided to pass the Defamation Amendment Bill 2024 in the House. Under this amendment bill, any person can be punished for making misleading claims in electronic, social media and print media against government officials and ordinary citizens. Critics are calling it a 'black law', aimed at 'suppressing the voice of dissent'. This is being widely seen as a serious violation of the fundamental rights of freedom of expression and freedom of the press. 


It should be noted that the government rejected the proposal of journalist organizations to postpone the bill. In a meeting with the Information Minister, the journalistic organizations had demanded that the bill be delayed by a few days.

The bill will apply to print, electronic and social media, under which a defamation case can be filed for spreading false and untrue news. The bill will also apply to fake news spread through YouTube, TikTok, X, Facebook, Instagram. The bill proposes the establishment of defamation tribunals while empowering the government to appoint judges with higher allowances and privileges than the existing subordinate judiciary.

The news spread to harm a person's personal life and public place will also be dealt with under the same law. Special tribunals will be set up for defamation cases, which will be bound to decide within six months.

Under the bill, there will be a compensation of Rs 30 lakh, in case of allegations against persons holding constitutional positions, the High Court benches will be authorized to hear cases. Women and transgenders will have the facility of government legal team for legal assistance in the case.

All defamation cases have to be disposed of within a short period of 180 days. The bill proposes that defamation tribunals on receipt of a defamation petition will be empowered to issue an interim order for payment of compensation up to Rs 30 lakh immediately without any trial. Most likely, such orders will be issued without following due process and ensuring a fair trial.

The country already has a defamation law, but the government says the new law was created because decisions were delayed under the old law. It is also an objection that why there are special courts for the media and courts where the government can take arbitrary decisions. The new law does not have a clear definition of defamation. Anyone who prints, writes, uploads or produces any defamatory material in their opinion will be liable to a fine of up to three lakh rupees.

Furthermore, According to this law, the cases of important government and public figures will be tried in the High Court level court. Such legislation would be tantamount to discrimination against journalists.

The draft law has created a special category of persons holding constitutional posts such as Prime Minister, Chief Justice and military chiefs and others. Defamation claims related to these categories will be heard by special one-member tribunals comprising a judge of the Lahore High Court. This provision is against the principle of equality of citizens and equality before the law.

The bill, which has a mandate to protect public officials against defamation, is nothing less than a dictatorial ploy designed to shield those in power from accountability and scrutiny.
The provisions of the bill allow initiation of defamation proceedings and imposition of fines without proof of actual damages, but these provisions are nothing short of tactics like legal threats.

All journalistic organizations have rejected this law and are united against it. They said that there will be a nationwide protest against this law and the court will also be approached. In a meeting of major journalistic organizations of the country held in Lahore on Tuesday, it was also decided to contact the political parties regarding this law and according to the discussion in the meeting, boycott the coverage of the government parties at the next stage. Consideration may also be given to conducting or expanding the scope of the protest.


Human rights organizations, civil society and journalists' organizations in Punjab have termed this bill as a restriction on freedom of expression. Pakistan Tehreek-e-Insaaf has announced to raise its voice in the assemblies against this bill. On the other hand, the government circles say that this bill has been brought to eliminate fake news, it does not pose any threat to journalists who give true news.

The Human Rights Commission has expressed concern over the defamation bill, saying that the content and text of the bill are troubling in several respects. The Bill proposes a parallel structure for adjudicating defamation claims.

According to the HRCP, the bill proposes that defamation tribunals on receipt of a defamation petition will be empowered to issue an interim order for payment of compensation up to Rs 30 lakh immediately without any trial. This will be a huge blow to freedom of expression and dissent.
The HRCP has been rejecting special parallel judicial structures on the grounds that they are inconsistent with fundamental rights and other universally recognized principles of fair trial.

This bill described as a ban on independent media. We reject the Punjab Defamation Bill outright as it is a grave violation of the fundamental rights of freedom of expression and freedom of the press. The bill has been used to suppress dissent and criticism, particularly targeting journalists and large sections of the public. It is highly against the credentials of democracy. Moreover, Such a law would restrict freedom of expression.

General Elections 2024, Results

The Election Commission of Pakistan claimed that timely announcement of the results would be ensured without depending on the Internet, but due to the shutdown of the Internet yesterday, especially the presiding officers had to face many challenges.

According to the report, last night the presiding officers were unable to transmit the final results of their respective stations using the locally developed election management system, as a result only a few results could be announced by the Election Commission till late night.


The results of the general elections are continuing across the country, according to the results received so far, independent candidates have won 97 seats in the National Assembly, 66 for the PML-N, 51 for the PPP, and MQM-Pakistan. 14, Q-League 3, while Satwat Pakistan Party and JUI won two seats each, while PK Map and Majlis Wahdat Al-Musleen won one seat each.

The major constellations were reversed, according to the results received so far, Nawaz Sharif lost from KP while he won from Punjab. Maulana Fazlur Rehman lost from Khyber Pakhtunkhwa and won from Balochistan. Jahangir Tareen was defeated in both his seats. Rana Sanaullah EX Interior Minister and Khawaja Saad Rafique lost their National Assembly seats while MQM Pakistan showed a good performance and increased its seats in Karachi.

In the general elections held yesterday, big towers were turned upside down.

JUI(F) chief Maulana Fazlur Rehman lost from his home constituency Dera Ismail Khan while his opponent Ali Amin Gandapur won from NA 44 DI Khan constituency.

(N) League leader Khawaja Saad Rafique lost from NA-122 constituency while PTI-backed independent candidate Sardar Latif Khosa won.
Sathakham Pakistan Party (IPP) chief Jahangir Tareen lost both the National Assembly seats (Lodhran and Multan).

In Gujarat, PTI Central President Chaudhry Pervaiz Elahi faced defeat at the hands of Salik Hussain.

Former Chief Minister of Khyber Pakhtunkhwa and head of PTI parliamentarian Pervez Khattak faced defeat in both the National and Provincial Assembly seats.

Jamaat-e-Islami Ameer Siraj-ul-Haq did not win National Assembly Constituency NA-6 from Lower Dir-1.

Amil Wali Khan of Awami National Party was defeated from Arsada National Assembly Constituency NA-25.

Former Chief Minister Pakhtunkhwa Mahmood Khan also failed to win election from Swat PK-10.

Shah Mehmood Qureshi's daughter Mehrabano Qureshi also failed to win her seat.

PTI leader Alia Hamza Malik was defeated by Muslim League (N) leader Hamza Shehbaz from NA-118 constituency in Lahore.

Pakistan Muslim League (N) leader Mian Javed Latif has been defeated according to the incomplete unofficial full results of Sheikhupura Constituency NA 115.

Former Federal Minister Ghulam Ahmad Bilor failed from Peshawar Constituency NA-32.

The Election Commission of Pakistan has released the results of 123 out of 130 seats of the Sindh Assembly, while the result of 7 seats of the Provincial Assembly is yet to be released.


After the Election Commission announced the party position in Sindh, the Pakistan People's Party is on the first place, and the Muttahida Qaumi Movement (MQM) Pakistan is on the second place.

Pakistan People's Party has become the largest party in the province after winning 83 seats, while MQM Pakistan has won 22 seats in the Sindh Assembly.

Independent candidates have won 14 seats while Grand Democratic Alliance (GDA) and Jamaat-e-Islami have won 2 and 2 seats in Sindh Assembly.

Results of 294 Punjab Assembly seats have been received in Election Management System (EMS) of Election Commission of Pakistan (ECP).

The results of 2 seats of the Punjab Assembly are yet to be announced, while the election process for one constituency PP 266 has been postponed.

Muslim League (N) has become the majority party in the provincial assembly, with 131 candidates being successful.

Independent candidates have won 125 seats in the Punjab Assembly, which will be the second largest group in the House.

Pakistan People's Party won 10 seats in Punjab Assembly, Q-League 5, while Tehreek-i-Labaik, Muslim League (Z) and Satwat Pakistan Party won one seat each.

The results of 110 seats of Khyber Pakhtunkhwa have been received in Election Management System (EMS) of Election Commission of Pakistan (ECP).

General elections were to be held in 115 seats of Khyber Pakhtunkhwa, out of which the election has been postponed for 2 while the results of 3 are yet to come.

Independent candidates have won 90 seats in the provincial assembly election, JUIK 7, Muslim League 5, Jamaat-e-Islami and People's Party 3, 3 while Awami National Party and Pakistan Tehreek-e-Insaf parliamentarians have won 1 seat each. Has his own name.

It seems that  unseen authorities have decided to establish coalited government in Pakistan as it is witnessed in the statement of one of the party head, Pakistan Muslim League (N) leader and former prime minister Nawaz Sharif says that all parties respect the mandate of independent candidates. He further said Come and sit with us to get Pakistan out of trouble.

According to the website of the Election Commission, the results of the seats of the Balochistan Assembly have been announced, so far Pakistan Muslim League-N has won 8 seats, while the People's Party has won 6, Jamiat Ulema-e-Islam Pakistan 6, independent candidate 4, Balochistan Awami Party 3, A. NP2, Jamaat-e-Islami one, National Party one and Balochistan National Party (Awami) won one seat so far.


NA 11 Shangla, PTI workers claim that 2 people were killed and 10 injured in police firing. On the other hand, the Shangla police said that the protesters opened fire on the police, in which one person was killed, and two policemen were also injured in this attack.

Pakistan Tehreek-e-Insaf (PTI) leader Sher Afzal Marwat's car has been fired upon.

In his statement, Sher Afzal Marwat said that firing has been done on my bulletproof vehicle in Lucky Marwat, 2 suicide bombers have been sent to target me, in view of security concerns, I will not be present in my cell from today.

One person was injured in firing at the rally of Chaudhry Pervez Elahi's wife Qaisara Elahi in Gujarat.

The police said that Qaisara was protesting with Elahi activists over the change in the results.

At the rally of Parvez Elahi's wife Qaisara Elahi, armed men in a car opened fire.

Pakistan's 2024 Elections: A Crossroads Amidst Crisis

Election details released by the Election Commission of Pakistan 



Enlisted Political Parties 


According to the details released by the Election Commission, it shows that 17 thousand 816 candidates are participating in the elections. 5 thousand 121 candidates are participating in the National Assembly seats. 12 thousand 695 candidates will contest for the seats of provincial assemblies. 

EC said that 11 thousand 785 independent candidates are participating in the National and Provincial Assembly seats. 3 thousand 748 independent candidates and 1873 candidates of political parties will win the National Assembly seats. 

8 thousand 537 independent candidates and 4 thousand 158 candidates of political parties will compete for the provincial assembly seats. 882 women candidates are also in the fray for the National and Provincial Assembly seats

  • The Election Commission said that 312 women candidates for National Assembly seats and 570 women candidates for Provincial Assembly seats will participate in the elections. Eunuchs are also participating in the elections in 4 seats across the country. 

There are a total of 6,031 political party candidates for the National and Provincial Assemblies. Almost twice as many independent candidates are participating as political parties. 

  • There will be 6 thousand 710 candidates in Punjab Assembly seats, 2 thousand 878 candidates in Sindh Assembly seats. 


1834 candidates will be in the fray for the general seats of the Khyber Pakhtunkhwa Assembly. There are 1763 male, 69 female and 2 transgender candidates on the general seats of KP Assembly. 

1273 candidates will contest the general seats of Balochistan Assembly. 1233 male and 40 female candidates will join the race for the general seats of Balochistan Assembly. 

A total of 12695 candidates will contest the general seats of the four provincial assemblies. 6 thousand 710 candidates will contest on the general seats of Punjab Assembly. There are 6405 men and 305 women in the race for the general seats of the Punjab Assembly. 


Political parties have fielded 1874 candidates for the Punjab Assembly. 4836 independent candidates will join the race to get general seats of Punjab Assembly. 

2878 candidates will compete in the general seats of Sindh Assembly. 2722 men and 156 women will contest the general seats of the Sindh Assembly. For the Sindh Assembly, 949 political parties and 1929 independents will be in the field.

As many as 128 million people are registered to cast their votes, almost half of whom are under the age of 35. More than 5,000 candidates - of whom just 313 are women - are contesting the 266 directly-elected seats in the 336-member National Assembly.


The Pakistan Muslim League (Nawaz) (PML-N) and the PPP are considered the two major parties going into the vote.

However, picking out candidates from Khan's Pakistan Tehreek-e-Insaf (PTI) party is more difficult, after it was banned from using the cricket bat symbol under which all its candidates run. 


The move has forced PTI-backed candidates, who are running as independents, to use other symbols instead, including calculators, electric heaters and dice. Electoral symbols play a key role in a country where more than 40% are unable to read

Symbols like polar bears and peacocks are on the ballot. 

The PTI allege other tactics have also been used to prevent their candidates from campaigning for and winning seats, including locking up PTI members and supporters and banning them from holding rallies, effectively forcing them underground.


Imran Khan is serving at least 14 years in prison, having been sentenced in three separate cases in the space of five days last week. The PTI alleges interference by Pakistan's powerful military, with whom Khan is said to have fallen out before his ousting and imprisonment.

But people were able to vote for Nawaz Sharif - the PML-N leader, who at the time of the last election was beginning a sentence for corruption.

The former PM was ousted in a 1999 military coup and had his third term cut short in 2017 - but he recently returned from self-imposed exile. He had his lifetime ban on holding office overturned, and also got his criminal record wiped clean at the end of last year, allowing him to stand for what would be a record fourth term.

Counting of votes continues after the polling time has ended in the general elections in Pakistan and the subsequent results are being announced. 

The Election Commission of Pakistan says that this time the election results will be compiled through the Election Management System (EMC) which is also capable of giving offline results without internet. 

Election Commission officials insist that this system is completely different from the previous Result Transmission System (RTS). However, it can be called a new version of the Election Commission's own Result Management System (RMS). 

According to election officials, this software has been developed by a private company. 

It should be noted that this time more than 24 crore vote slips have been printed. Now the votes will not be cast 100%, but the Election Commission is bound to keep an account of all these 100% slips.

To conclude, The polling time has ended in the general elections across the country, the doors of all the polling stations were closed at the appointed time at five o'clock while the voters inside the polling station were allowed to cast their votes. The Election Commission had announced that the voting No proposal for extension is under consideration, voting time is 5 pmIt has been maintained till 10 pm. 

After the polling time was over, the counting process started in all the polling stations. According to the Election Commission officials, the unofficial and unofficial results can be broadcasted after 6 pm. The polling process across the country remained peaceful.

Election 2024, Pakistan

Congratulations to the mob-like Pakistani nation that now a certain type of class has given them an opportunity to elect thieves and robbers of their own choice. With the hope that the selected class will continuously disenfranchise and frown upon them for five whole years. On the other hand, the unbridled, elitist, wolf-like ruling institutions will do their best to elect the petty thieves and bandits of their choice.

The majority of people don't think that these elections will make any difference or change anyone's destiny, because, if you look at it, there is a certain type of class that makes the selection. What does it matter whether it is an election or a selection? It is seen that the special class that is present among the feudalists, judges, generals, democrats, and journalists is chosen by people of their own means, which are their pleasures.

A class who does not obey the law, who uses the law and this system to oppress the people and unjustly impose an unjust burden on the people, and there is no one to question it, and the same thought is on both sides. Looking at the history of 76 years, till now any ruler, whether he came from election or selection, has put an illegal burden on the people and didn't end their own useless appeasements. Be it an earthquake, storm, rain, or bad economy, elites only do it for their own benefit. It has put an immense burden on the people, and these people are so stupid that they pay all kinds of illegal taxes to bear the burden of the elite. What difference does it make in this situation? Every ruler who came, whether he came through the thief's door or by the power of the people's vote, has burdened the people in the form of debt in  trillions, has maximized his own desires and needs, and has made the people's condition worse than worse.

The people of Pakistan are the strangest one who have no understanding and know what they are doing with the rulers; they just say that the ruler who oppresses me is of my own choice and will. If the ruler of my choice, whether he is a bandit or a thief, massacres my future generations and destroys the future of my children, it does not matter to me. That the person who oppresses me is of my own choice and my own will.

On the other hand, a devious and sly type of judge is a democratic leader and generalist who wants to bring forth a person who will act as his puppet, due to which the system is completely under his control. It is not funny that the elites who are oppressing the country have the same policy. On the other hand, if you look at the misfortune, these are helpless and forced people who do not know about their rights, and they do not know what their honor, life, wealth, and rights are. 

Although all this is wrong but at the same time we pray to God and hope that whatever the election may be, at least it will not be a bloody one. There should be no loss of life or money, and it should be done with kindness, whatever the outcome may be. 

Go out, Pakistanis, with the hope that the butcher will sharpen the knife for us and slaughter us, and we will suffer the least. Laughing and laughing, we go and cast our vote. Our butcher will keep the knife fast for us. But!
